Interview mit UNRWA-Generalkommissar Pierre Krähenbühl über die Lage palästinensischer Flüchtlinge - In einer Aussprache mit den Ausschüssen für auswärtige Angelegenheiten und für Entwicklung schilderte der Generalkommissar des Hilfswerks der Vereinten Nationen für Palästinaflüchtlinge im Nahen Osten (UNRWA) Pierre Krähenbühl diese Woche die Auswirkungen von 5 Jahren Syrien-Krieg und 9 Jahren Gaza-Blockade auf die Lage der palästinensischen Flüchtlinge. Krähenbühl ruft die internationale Gemeinschaft dazu auf, eine "glaubwürdige politische Lösung" für die Probleme im Nahen Osten zu finden.

Wir haben UNRWA-Generalkommissar Pierre Krähenbühl nach der Aussprache mit den Mitgliedern der Ausschüsse für auswärtige Angelegenheiten und für Entwicklung interviewt.

Welche Auswirkungen hat der Syrien-Krieg auf die palästinensischen Flüchtlinge im Land?

Syrien war der einzige Ort in der Region, wo Palästinaflüchtlinge willkommen geheißen wurden. Sie hatten Zugang zum Arbeitsmarkt und waren weitgehend unabhängig. Nun sind 95 Prozent der Palästinaflüchtlinge in Syrien vom UNRWA abhängig, in jeder Hinsicht. 60 Prozent wurden vertrieben, rund 120 000 Menschen haben das Land verlassen. Das Leben dieser Menschen wurde geprägt von den Zwangsvertreibungen 1948, der weiteren Vertreibungswelle 1967 und nun ist eine weitere Generation dem Trauma des Verlusts ihres Zuhauses, ihrer Existenzgrundlagen und Familienmitglieder ausgesetzt.

In Kürze ist es zwei Jahre her, dass der letzte Gaza-Konflikt ausbrach. Wie sieht die Lage derzeit aus?

Manche Gebiete konnten wieder aufgebaut werden, andere nicht. Das, was wir jedoch nicht ausloten können, sind die psychologischen Narben, die durch 50 Jahre Besatzung und 10 Jahre Blockade hinterlassen wurden. Im Jahr 2000 hat das UNRWA 80 000 Bewohner von Gaza mit Nahrungsmittelhilfe unterstützt. Nun sind es 900 000. Es handelt sich hier um eine gut ausgebildete Gemeinschaft, die zuvor weitgehend unabhängig war und nun auf Nahrungsmittelhilfe angewiesen ist. Als Form der kollektiven Bestrafung ist die Blockade völkerrechtswidrig. >>>

Israel genehmigt mehr Geld für umstrittene Siedlungen - Regierung begründete die Ausgaben mit der schwierigen Sicherheitslage - Trotz internationaler Kritik investiert Israel weitere 16 Millionen Euro in seine Siedlungen im Westjordanland. Die rechts-religiöse Regierung Benjamin Netanyahus billigte den Zuschuss in Höhe von mehr als 70 Millionen Schekel am Sonntag einstimmig, wie israelische Medien berichteten. Die Regierung begründete die Ausgaben mit der schwierigen Sicherheitslage in den vergangenen Monaten.

Die Opposition kritisierte die Entscheidung als Verschwendung, die auf Kosten von Entwicklungsstädten in der israelischen Peripherie gehe.

Unterstützen Sie israelische KriegsdienstverweigerInnen - Zum 2. Mal in Haft: Kriegsdienstverweigerin Omri Baranes - (19.06.2016) Die 19-jährige Tair Kaminer hatte am 10. Januar 2016 im Rekrutierungsbüro in Tel Hashomer ihre Kriegsdienstverweigerung erklärt: "Solange der gewaltvolle militärische Weg gegangen wird, schaffen wir eine Generation voller Hass. Wir müssen dies jetzt stoppen!" Tair Kaminer wurde inzwischen fünf Mal verurteilt, am 10. Januar zu 20 Tagen, am 2. Februar zu 25 Tagen, am 29. Februar zu 30 Tagen, am 27. März zu 20 Tagen und am 3. Mai zu 30 Tagen Haft.

Die 18-jährige Omri Baranes wurde am 3. Mai 2016 zu einer Haftstrafe von 30 Tagen verurteilt, nachdem ihr Antrag auf Anerkennung der Kriegsdienstverweigerung abgelehnt worden ist. Sie hatte vergangenen Monat bereits eine 7-tägige Haftstrafe verbüßt. In ihrer Erklärung schreibt sie: "In der Schule werden wir indoktriniert. Uns wird gesagt, dass das Militär entscheidend für unsere Existenz ist. Der größte Teil unserer Steuern wird dafür ausgegeben. Ich glaube, dass alle Menschen Verantwortung für die Sicherstellung humanitärer Werte tragen. Deshalb verweigere ich."

Annette Groth - 17. 6. 2016 - Der ‪#‎administrative_Haftbefehl‬ gegen MOHAMMAD FAISAL ABU SAKHA wurde um weitere sechs Monate verlängert.

Der 24-Jährige befindet sich bereits seit Dezember 2015 ohne Anklage in Haft. Gegen den jungen Mann erging am 13. Juni eine zweite ‪#‎Verwaltungshaftanordnung‬, die am 12. Dezember 2016 und damit ein Jahr nach seiner Festnahme ausläuft. Er hatte damit gerechnet, nach Ablauf seiner ersten Verwaltungshaftanordnung freigelassen zu werden. In letzter Minute informierte man ihn dann jedoch darüber, dass eine neue sechsmonatige Haftanordnung gegen ihn erlassen wurde, die seine weitere Inhaftierung ohne Anklage und Verfahren ermöglicht.

Am 13. Juni hat ein israelisches Militärgericht die Verwaltungshaftanordnung gegen den palästinensischen Zirkusdarsteller Mohammad Faisal Abu Sakha um sechs Monate verlängert. Er befindet sich bereits seit Dezember 2015 ohne Anklage in Haft. Ein Militärrichter wird die Rechtmäßigkeit seiner Inhaftierung am 15. Juni überprüfen.

Gegen Mohammad Faisal Abu Sakha erging am 13. Juni eine zweite Verwaltungshaftanordnung, die am 12. Dezember 2016 und damit ein Jahr nach seiner Festnahme ausläuft. Er hatte damit gerechnet, nach Ablauf seiner ersten Verwaltungshaftanordnung freigelassen zu werden. In letzter Minute informierte man ihn dann jedoch darüber, dass eine neue sechsmonatige Haftanordnung gegen ihn erlassen wurde, die seine weitere Inhaftierung ohne Anklage und Verfahren ermöglicht. Juni hatten israelische Diplomat_innen, die sich in den Niederlanden befinden, Amnesty International mitgeteilt, dass sie nicht davon ausgingen, dass die Haftanordnung gegen Mohammad Faisal Abu Sakha erneuert werden würde. Aqcuit HRD Abdallah Abu Rahma from vexatious charges and allegations - Palestinian human rights defender Abdallah Abu Rahma is facing a trial on 13 July 2016 that places him under imminent risk of imprisonment and/ or deportation from his village following an arrest on 13 May 2016 during a sportive event.

Abdallah Abu Rahma is an internationally well-known activist for his leading role in the Bil'in Popular Committee Against the Wall. The movement opposes the wall built by Israel, that has illegally confiscated a huge part of their land. Their work has become famous with the film “Five broken cameras”. From the beginning of their activities in 2005 members have been targeted by the Israeli Occupation authorities. Between 2010/ 2011 Abdallah Abu Rahma has already served 16 months on dubious charges.

On 13 May 2016 Palestinian Abdallah Abu Rahma was arbitrarily arrested by Israeli soldiers during the Alwada Cycling Marathon in Bil'In. For 10 days he was held in detention, although the Ofer military Court decided on 14 May 2016 that had to be released immediately. The video https://www.youtube.com/watch?v=rFIrVA3jFcY proves that he is not guilty of any violence but only tried to help participants.

Abdallah was forced to pay an incredibly harsh bail of 15.000 NIS (~3900 USD) to be released but has to present himself regularly to jail. He is facing a trial on 13 July 2016 that places him under imminent risk of re-incarceration and/ or deportation from his village. The hearings made clear that he is targeted for his human rights activities and not the incident in question. On 1 June 2016 an Israeli military prosecutor even asked an army tribunal to distance Abdallah from his "bacterial surroundings." Nothing could make clearer that Abdallah is not facing a fair trial!

The undersigned demand from Israel to immediately clear Abdallah Abu Rahma from vexatious charges and allegations, end their systematic harassment of human rights defenders in the oPt and guarantee freedom of speech according to international law.

The Women's Boat to Gaza (WBG) is a Freedom Flotilla Coalition (FFC*) initiative. By launching a women’s boat, women from all over the world aim to highlight the undeniable contributions and indomitable spirit of Palestinian women who have been central within the Palestinian struggle in Gaza, the West Bank, inside the Green Line and in the diaspora.

Gaza has been under Israeli blockade for the past decade during which Israel has also launched countless attacks against the besieged population, turning their lives into a nightmare and a continuous struggle. The physical wars have not only invaded the economies, markets and the land of Gaza, but have raided and assaulted homes, families, schools, and national museums, destroying civilization, heritage, culture, memory and hopes.

Through Freedom Flotillas and other naval missions we have protested against the passivity and complicity of the international community, especially western governments.  Simultaneously and as importantly, we have called for civil society solidarity with the Palestinian resistance.

The Women's Boat to Gaza will challenge the Israeli blockade and show solidarity with and bring a message of hope to the Palestinian people.  With the support of women, men, non-governmental organizations and civil society groups we will make this happen.

Critics say Israel’s new ‘terrorism’ law criminalizes Palestinian political activism  - Emily Mulder - The Israeli parliament on Wednesday passed a law expanding the power of the state to label individuals or groups as “terrorists,” in what critics said will be exploited to criminalize legitimate Palestinian political activity.

The new legislation combines into one law several pre-existing “counterterrorism laws” in place since the British Mandate, and will apply to civilian courts inside of Israel only. Among its most controversial tenets are numerous wide-reaching definitions what constitutes “terrorism” official legal procedure for declaring a “terrorist organization,” and what constitutes “support” for such a group.

Under the law, the government can outlaw charity groups “indirectly” contributing to “terrorist organizations” and imprison its members by association. The law also enables the state to issue a life sentence to those who “support” but are not directly involved in “terrorist acts.”

The legislation also gives reign to Israel’s Minister of Defense — controversial rightist Avigdor Lieberman — to enact asset forfeitures, land expropriations, and the confiscation of homes against those slated as “terrorists.” >>>

Livni Calls for Referendum over Two-state Solution - Zionist Union member of the Israeli parliament of the Knesset, Tzipi Livni, called for a referendum, Saturday afternoon, over what she reduced to a “problem” with Palestinians. Speaking at an event in the Israeli city of Rishon LeZion, south of Tel Aviv, Livni censured Prime Minister Benjamin Netanyahu for failing to take what she described as an “opportunity” for the US-backed two-state solution.

“There is a regional window of opportunity,” Livni said, according to Press TV/Al Ray. “But the glass ceiling is rising, and Netanyahu is unable to rise up and seize the opportunity,” she stated.” We need to know in which direction we’re going.”

Settlers at helm in Israel - Livni, a former candidate for the prime minister, said the regime’s policies were driven by those supporting settlement of Israelis beyond borders recognized by the international community.

She specifically pointed at the Yesha Council, an umbrella organization dealing with the regime’s illegal settlements. “They know from their time in office that the Israeli government carries out the desires of a minority, the Yesha Council, which dictates the agenda,” she said. Over half a million Israelis live in more than 230 illegal settlements built since the 1967 Israeli occupation of the Palestinian territories of the West Bank, including East al-Quds (Jerusalem).

“They must be stopped… The minority has taken control with the help of collaborators in government.” >>>

Yesterday, 18th June 2016, around 11 am, large numbers of Israeli settlers marched through the Palestinian market in occupied al-Khalil (Hebron).
This 'settler-tour' in the past used to happen regularly every Saturday, meaning even more restrictions of movement for Palestinians. With large groups of settlers blocking the alleyways of the souq, Palestinians are often stopped by Israeli forces and prevented from passing before the settlers have moved on.
This Saturday, 65 male settlers, 30 female settlers and 45 children, accompanied by large groups of Israeli forces marched through the market before noon, that even during this hour is already rife with Palestinian civilians shopping for their Ramadan iftar.
The holy month of Ramadan in general has seen an increase in Palestinians visiting the old city of al-Khalil, especially the Ibrahimi Mosque, despite Israeli forces restrictions. ISM

"Order to Kill" : Prominent Rabbi Calls for Poisoning Palestinian Water -  "Rabbi Shlomo Mlma, chairman of the Council of Rabbis in the West Bank settlements, has issued an ‘advisory opinion’ in which he allowed Jewish settlers to poison water in Palestinian villages and cities in the West Bank."

The Palestine Liberation Organisation (PLO) has denounced a religious decree made by a prominent Jewish rabbi allowing Israeli settlers in the West Bank to poison Palestinian water sources in Palestinian towns in occupied West Bank. The PLO described the decree as “an order to kill”.
